Ebo Jager calibration

I wanted to recalibrate one of my ebo jager heaters. I did it as per instructions but in a 5 gallon pail. I left it for 2 days and the temp was well over 90. So I moved the red arrow as far as I could past 90 but it ran out of adjustment before I could reach the temp it was reading. So now I have dialed the blue dial down even further to 73 to see what the temp will be after a couple days. I was wondering if the thermostat is shot or maybe the pail is too little water to get a proper calibration. Don't really want to try it on a tank as I don't want to cook the fish.

Any ideas?

I think that as long as the heater is covered on all sides by water there should be enough water for a correct caliberation.
