Minimum I have seen used in Asia for a mostly full grown fish (around 20 inches) is 4' X 2' X 2'. I think that such a tank size risks gill curl at some point when a fish is big.
Personally I think a 5' X 2' X 2' (150 gallon) should be considered a minimum, with a 6' X 2' X 2' (180 gallon) being better.
If you really want to make sure your fish has enough swimming space, make the width 2.5' as opposed to 2'. That way the adult fish will always be able to comfortably turn around when fully adult at around 24 inches.
