I think this is a hoax; if someone were genetically engineering rays to the level shown in that newslink, I think we would have heard of it by now, and likely some of us would have already bought designer rays for our home tanks.

Agreed it is a very bold claim but there are some unbelievable things out there such as painted fish (remember going in to a LFS and seeing painted Parrots...my gf was very upset about this.)
