They are imported illegally to my knowledge but once inside of Canada there legal to keep and sell . In B.C. It's been illegal for a longtime to import Turtles or Tortoises and would think its the same way for the rest of the country. You can only import if your a Zoo or it's a personal pet and your immigrating into the country.
