He mostly eats at the top or middle but sometimes goes to the bottom if he is really hungry. He doesn't seem to like to pick food off of the bottom, I suspect he may have trouble seeing it. If I throw the worm at the surface so that it makes a little splashing sound, he seems to go for it...
